I found that there is no BLUE “ADD BUILD” tab nor BLUE “+” where one should add their NEW BUILD under Distribution in the App Store Connect site. It pops up automatically for a first version that - if you have many versions, one never goes there to check. It does not pop up automatically to any other DIstribution Build Box other than that so there is NO WAY to add a BUILD without that BLUE TAB. I have spoken to support and sent many messages but for those that are struggling with this need to know this. I spent 19 hours trying to go around this issue but only found the TestFlight Versions to send out for a BETA review. So PLEASE APPLE lets fix this ASAP it will take you about 1 hour to update. Possibly saving countless wasted hours for the solution finders working hard online.
